My client has raised concerns relating to this approach. This states that provision shall be at one space per dwelling. Although my Client agrees that an 'exceptional circumstances' clause has been included, my client feels that to demand such a ratio would be contrary to PPG13: Transport in which paragraph 52 states that 'there should be no minimum standards for development, other than parking for disabled people'. The Core Strategy regrettably seeks to solve problems of on-street parking by introducing such a policy. Paragraph 51 also states that 'in developing & implementing policies on parking, local authorities should not require developers to provide more spaces than they themselves wish'. My client requests that the Council should adopt an SPD on Car Parking & includes a Policy within the Core Strategy that indicates that this is the case.
