Bourne Leisure considers that addtional text should be added to this approach, to refer to the need to balance policies to protect the environment with economic policies promoting tourism development, where such development would be acceptable if it does not have a significant & harmful impact on the nature conservation value of the land & where appropriate mitigation measures for dealing with such impact, such as the inclusion of a buffer zone or detailed design measures, can be provided.
