What we propose is that the matrix laid out in the sustainability appraisal is used to allow better transparency in the measurement and enforcement of different, often conflicting, priorities within the strategy. This matrix assesses each PA against a wide range of measurable factors. Every year this needs to be revisited to ensure that dwelling space is not outstripping education and health infrastructure. It also needs to be informed by the reasons for rejecting proposals and explain where and why compromises have been made. (Planning cannot allow precedent to open up second rate development; compromise needs to be restrained within limits). Such appraisal needs to be tied into other community structures such as the LSP and AMBs.

Representation Summary:

We are unconvinced by the present sustainable appraisal. Many double green ticks we feel are glib and should be more questioned. We will select a high risk example to illustrate another concern - objective 14 which incorporates marine environment. The concentrated retail and office space planned for the town centre would appear to jeopardise the quality of the marine environment. The sea is blatantly a supreme asset of the town, if not its most defining characteristic. Should we be endorsing a strategy that is prepared to risk Hastings being known for its foul seashore?
