It is entirely unclear how the Council has come to select this particular site and its boundaries over any other in the Horntye/Summerfields/Civic and Museum area. It appears on the ground to be a fairly arbitrary and irregularly shaped slice of land which, taken by itself, is landlocked from the public highway. Immediately adjoining the land, and providing access to it, is another similar sized piece of land which the Council identified for disposal in 2006 and currently has on the market. It is understood that the agents advise that it could be suitable for residential development. A further piece of Council land was formerly reserved for an extension to the Museum and was shown as such in the previous Local Plan. It is no longer intended for the Museum but Council officers are unable to say what it is intended for. This arbitrary and fragmented and secretive approach to the identification and specification of potential development sites is surely contrary to the point and purpose of local plan preparation whch should aim to give coherent insght and certainty to guide prospective developers.
