Representation Summary:

Unacceptably vague generalisations about the character of the area. Insufficient precision in defining what is meant by improvement to communications through enhancing walkways.

This is an extremely vague paragraph inappropriately generalising across a very diverse area. In consequence it is not possible for a prospective developer to have a clear idea of what might be acceptable for the Horntye/Summerfields/Civic and Museum area which has its own particular character. One of the Council's strategic objectives is of course to protect and enhance the character(s)of the Town. Difficult to achieve this if it hasn't been thoroughly defined to start with. The Council restates its commitment to "... better communication between... Summerfields Woods ... with walking and cycling routes.." This again presents a problem. Although the Council advises in the Strategy shows two indicative greenway routes through this area and that the local development management plan would spell out the details of this nothing has actually been shown. Possibly Briscoes Walk is one of the routes. There was in the past a more informal walkway through the area linking the remaining garden landscaped area and the ice house and beyond. There is a good case for ensuring that this route is safeguarded and enhanced in the event of future development. Curently it is difficult to see how the developer of any particular site within the area would know whether or where they should be expected to provide for a greenway.
