Object to current wording of policy in relation to transport impacts on locally important routes, especially The Ridge. Inconsistent with national policy as requires mitigation in advance of proper assessment.

The new Borough Plan is still unsound, justified, and if challenged in the High Court will fail as the Infrastructure has not been upgraded since Victorian times and is not designed for modern lorries, the sewage system is already seriously overloaded. At Rock-a-Nore the sewage transfer station when overloaded pumps sewage straight into the sea, I understand that it will become illegal to do this in less than 4 years time.
All Town Planning must start with Sound, Justified, seriously Effective up-to-date infrastructure. Much better planning with the necessary infrastructure, quality houses and play facilities is required.

This draft policy is unnecessary as there is a statutory requirement for the Council to have regard to the development plan and other material consideration under the provision of Section 38 (6) of the Planning and Compulsory Purchase Act 2004 . Within this context, the National Panning Policy Framework is a material planning consideration. This includes a presumption in favour in sustainable development that avoids adverse impact upon the natural and built environment, etc.
As regards the affordable housing element of the draft Policy, this merely repeats the requirements of Policy H3 of the Hastings Planning Strategy adopted on 19.02.14.
