SMPCT supports the provision of a mix of affordable housing which meets the identified need. It is especially important to recognise the contribution specialist affordable housing can make (e.g. housing for people with disabilities) to meet housing need.

Paragraph 29, PPS3 makes it clear that only in special circumstances should be off-site provision or financial contribution to be made. The policy at present is not consistent with this guidance and as such SMPCT recommends that the wording of the policy be changed to reflect this guidance.

SMPCT supports the principle that affordable housing should generally be indistinguishable from open market housing. However, its is important that the Council take into account a number of factors in determining the location of this housing, e.g. how the housing is managed and differing housing specifications.

off site provision should not be considered at all as these will be the homes that don't get built, or overwhelm a development. Developers must include affordable homes on all sites though they can be of different varieties, eg. self build, part ownership, community housing association etc.
