An enabling development is stated to be as a last resort, however, the stated USE above is for an enabling development. This suggests that the statement "as a last resort" is not strictly being adhered to and could be used as a loop hole for uneccessary and inappropriate over-development. A clearer, tighter definition of what would consitute "Public benefit" would need to be defined, in order for that not be abused.
