The direction of this part of the Strategy needs greater clarity and certainty and it is suggested that this can be made 'more sound' it this uncertainty is removed. The introduction of the Breadsell Lane site as a confirmed allocation in the Strategy would reduce or avoid the need to rely on windfall sites at any stage of the Strategy period and would provide a clear and positive basis for housing delivery in the short, medium and longer terms.
