Not evidentially justified. I find the rationale of imposing more high density development on to areas already suffering from high population and crowded housing to be incomprehensible in terms of building and maintaining sustainable communities. Central St Leonards, at 85pph and with shockingly low IMD rankings, is earmarked for a housing quota that is only deliverable if a substantial number of sites are built to high densities; certainly it needs regeneration, but however good the design of the units, it is doubtful whether that will be the outcome.
