The "Vision for Hastings" and subsequent text all but ignores the existence of St Leonards as a separate entity with its own character and local distinctiveness. This is inimical to the objective outlined by Cllr Peter Chowney in his Foreword, that "we need to develop the character, diversity and uniqueness of every part of our borough, recognising the different needs of our increasingly diverse communities..."
