(3.24) With respect to the private motor this statement is sheer corporate Luddism and cannot be swept away by simply ignoring the issue. Personal experience of the parking problems in Hastings demonstrates that cars will be double side parked outside individual residences regardless of whether there are garages or forecourts available. Langham Road on football afternoons provides an excellent example of such behaviour to the extent that emergency vehicles would have to take alternative routes to reach their destinations. Driving licences become available at 17 years of age and planners must remember that the young children of families fortunately have a habit of growing older and that as soon as a juvenile member reach the age of permitting a driving licence then that will mean another possible car on the road which will require parking space when not in use.
