Policy DS1: New Housing Development

Representation Summary:

The overall level of growth proposed by DS1 & DS2 will require additional County Council infrastructure and services. These are outlined in the Infrastructure Delivery Plan, with the delivery of these interventions and schemes the necessary additional infrastructure capacity can be provided to support and accommodate the proposed growth. Further partnership work will be required through the preparation of subsequent Local Plan documents to identify more detailed requirements needed to support the delivery of specific site allocations. The County Council is happy to continue working closely with HBC to ensure this is achieved.

Policy DS2: Employment Growth

Support the inclusion of this policy and welcome partnership work with Rother District Council. The Strategy needs to recognise that employment growth elsewhere in the county is also important to meet objectives, in particular links with Eastbourne.

Policy T1: Strategic Road and Rail Schemes

Representation Summary:

The recognition of the Bexhill-Hastings Link Road as the crucial strategic priority for regenerating the economy of Bexhill and Hastings is welcomed. Following the recent confirmation of provisional funding, ESCC is committed to the construction of this scheme from 2013. This will facilitate economic regeneration by reducing congestion within the town, particularly on the A259 and improving access, along with enabling delivery of new housing, employment and supporting existing development.

In addition T1 also recognises that improved connectivity to and from the town can be achieved through other strategic road & rail schemes which is strongly supported by ESCC

Policy T2: Local Road Improvements

Representation Summary:

The County Council welcomes and strongly supports the inclusion of policy T2, which will ensure the safeguarding of any land that is required for highway improvements. This will be imperative in enabling the delivery of the package of complimentary measures to support the Bexhill to Hastings Link Road and mitigate the effects of additional traffic particularly on The Ridge. ESCC is committed to continuing to work in partnership with Hastings Borough Council and other key partners to secure the timely delivery of local road improvements.

Policy T3: Sustainable Transport

Representation Summary:

The County Council welcomes the inclusion of policy T3 which will enable Hastings Borough Council and other key partners to support the delivery of sustainable transport measures though the East Sussex Local Transport Plan (LTP). ESCC is committed to delivering sustainable travel measures including improving access to bus services and infrastructure and prioritising and delivering a strategic cycle network through the LTP implementation plan. The delivery of sustainable travel measures will be complemented by travel plans produced by major developments, which is underpinned in policy T4 and support by the County Council.
