The sustainable transport policy focuses on a joint working approach with East Sussex County Council to improve transport links within the borough. This approach is welcomed as is the emphasis on delivering development in close proximity to public transport.

The County Council welcomes the inclusion of policy T3 which will enable Hastings Borough Council and other key partners to support the delivery of sustainable transport measures though the East Sussex Local Transport Plan (LTP). ESCC is committed to delivering sustainable travel measures including improving access to bus services and infrastructure and prioritising and delivering a strategic cycle network through the LTP implementation plan. The delivery of sustainable travel measures will be complemented by travel plans produced by major developments, which is underpinned in policy T4 and support by the County Council.

Depending on the scale of development, sites may be required to produce Transport Assessments to understand the impact of development on the road network. Policy text outlining the requirement for Transport Assessments would be welcomed in this section of the Planning Strategy.
