Strong justification for any development at this location would have to be made. Combe Haven is a naturally functioning valley which is important to biodiversity across the whole valley rather than just protected sites and species. Environmental services include flood prevention and alleviation as well as clean air and water, CO2 capture and support of priority BAP habitats and species.
Biodiversity assessment is vital to informing the planning of areas for recreation.

Plans for Pebsham Countryside Park (PCP) should include sustainable access via Hastings Strategic Greenway Project. ie dedicated (borough wide) traffic free walking and cycling linkage. PCP Funding bids should budget for this Strategic Greenway component:to be delivered in phases matched to funding.

The vision of countryside park is to be applauded, but is the park going ahead? What funding? £18,000 from each authority concerned is not much. Pebsham rubbish tip is still active and will be for some time. What employment opportunities?

We support the conservation objectives that secure the landscape, biodiversity and archaeological features of the Pebsham project. We do not support for the model for development that includes the Bexhill to Hastings Link Road (BHLR) as other models that would avoid the quantified and agreed negative environmental impacts have not been properly investigated. We are not sure why the 'Country Park' option (available under planning legislation along the lines of the Seven Sisters around the River Cuckmere) has been rejected in favour of a much looser 'Countryside Park' which offers less environmental protection.
Access to Coombe Haven Valley could be greatly enhanced through provision of a station at Glyne Gap. We are concerned that Hastings Borough Council is adamant that there will be no parking charges for those coming to enjoy its very special environment using unsustainable modes. It is especially disappointing to the environmental credentials of HBC damaged at the first hurdle.

At submission policies should be written such that they provide certainty & in a way that positively drives & delivers change. Some policy approaches are currently worded in an aspirational way that does not identify how the outcome will be delivered such as this approach.
