At previous enquiry for 2004 Local Plan, the Inspector ruled that only ten dwellings were allowed for development and not the twenty applied for so that an open space adjacent to South Terrace can be provided. This decision has been arbitrarily omitted, was to stop 'canyon effect' in South Terrace and provide open space where there is none.
