Nine new sites added since Jan 2013 all granted planning permission. This means that the permission to include them as housing sites or not is pre-empted. The Inspector cannot do anything except agree. The way it was supposed to work was that the sites should have been allocated, consulted upon and then granted permission. It's a lot of new sites to add and does not comply with the Localism Act & Duty to Co-operate.

Site has extant planning permission(HS/FA/08/00797) for 14 dwellings which contains no requirement for affordable housing, transport report or payment towards the management for the Local Nature Reserve.
It is questionable whether it is appropriate to include the site as a 'housing allocation' as it is now a housing 'commitment' with extant permission. If the site is to be allocated, the permission should be referred to in paragraph 6.128 as this is a material planning consideration in determining any alternative application on the site.
In light of the extant consent, parts (i), (iii) and (iv) of the policy should be deleted.
