Nine new sites added since Jan 2013 all granted planning permission. This means that the permission to include them as housing sites or not is pre-empted. The Inspector cannot do anything except agree. The way it was supposed to work was that the sites should have been allocated, consulted upon and then granted permission. It's a lot of new sites to add and does not comply with the Localism Act & Duty to Co-operate.

This site has extant full planning permission (No. HS/FA/12/00187) for 10 dwellings and subject to a planning obligation requiring an index linked financial contribution to be paid for management of a Local Nature Reserve. There is no requirement however, for affordable housing/submission of a transport report.
It is questionable whether it is appropriate to include as a housing 'allocation' in the Plan as it is now a housing 'commitment' given it has extant planning permission. This should be acknowledged in paragraph 6.127.
In light of the extant planning permission, parts (i) and (iv) of the draft Policy should be deleted.
