You do not define what a touring caravan is. You seem to allow huge American style fixed mobile homes that are much larger than traditional touring caravans. There is no development control in existing caravan sites with many more than allowed by existing planning permission. Google maps that show over time the real state of the sites is not allowed as evidence by HBC. It is unclear whether removing caravans from a site that is oversubscribed means that they comply if caught. These sites become a way of allowing development sprall in sensitive areas.
