The convent school and its grounds are the major elements of he conservation area (local plan 2004)
The whole of the convent grounds make an important contribution to the townscape of this historic area. The open space lies in a densely populated and deprived part of the borough, with many HMO's and garden-less flats
Inappropriate development would squander the potential of precious assets for heritage-led regeneration. The future for St Leonards lies in protecting its Heritage Assets not stripping them away.

As I understand it there has been no independent assessment of the costs of repairing the listed buildings and as such the public and the council are not in a position to judge at what point, if ever, an enabling development should happen as 'a last resort'. We do not have (and aren't likely to have) the information to make an informed judgement on this. In any case to ascertain whether the current proposal for the old Convent site is an enabling development the guidance of English Heritage should be followed, which hasn't happened.

HBC MUST clarify the status of this 'enabling development'. Does it comply with national criteria, or does it have TN37 | sui generis application only? Persistent evasion of this point makes the policy not sound.
