Representation Summary:

No forethought has been given or allowances made in planning terms of the location of the town or how it has evolved since William I. Attempting to copycat inland towns or national requirements will not work. Most houses were built close to Railway Stations, the roads made for Carriages, Lorry size/length has changed dramatically; deliveries are made from large containers.

The sea is very important and employs people in Old Town. The facilities should be made much more of by better advertising.

Until the A21 is dualed real business opportunities will pass the Borough by.

The Sewage System is already overloaded with leaks in many areas.

INTRODUCTION
Objectives 1. To 7. Fine words but are not followed through in the rest of the document in suitable terms for a unique Historic Seaside Town. No forethought has been given or allowances made in planning terms of the location of the town or how it has evolved since William the Conqueror built the Castle. Attempting to copycat inland towns or national requirements is very stupid and will not work. Most of Hastings and St Leonards Houses were built in easy distance of Railway Stations the roads made for Horse and Carriages Sidney Little changed some of the carriageways in the Nineteen Thirties since then Lorry size/length has changed dramatically. Deliveries are made from large containers even small items today. The sea is a very Important and attracts a large employment section of people in Hastings Old Town. The facilities should be made much more of by better advertising, Fishing Trips for Anglers, install Wave Machines. The Pier used to be serviced by a very busy Paddle Steamer. Until the A21 becomes at least a dual Carriageway and not a country lane in parts real business opportunities will pass the Borough by. The Victorian Sewage System is already overloaded with leaks in many areas. The Pipeline from the Rock-or-Nore pumping station is already full to capacity causing problems when the surplus sewage is allowed to flow into the sea.

Details here are typical the whole of Section 6 Site Allocation. Applicants need to pay particular attention to Polices DM1 DM3 and DM4 etc. Policies EN1. EN2. EN3. EN4. ENS. There is no reference to these Policies. The reason is obvious with that amount of Housing, Gardens, (Sheds Patios and the like) serious Car Parking. Mr Cookson has no time for EN policies, Wildlife what Wildlife Mitigate Protected Species out of existence. The Housing density I understand is way over the National requirements. I have given this Site Location as an example. Every site that has resident protected
Species of Wildlife at this time is allocated the same treatment, making the whole Development Plan UNSOUND and essentially not LEGALY COMPUANT. I believe it to be reasonable to expect if Challenged in Court the Hastings development Plan would have to be suitably amended. What is proposed the Victorian ailing Infrastructure will not support. Recent Housing Developments have caused raw sewage to burst from Man-hole covers on to roads and into cellars. We must pay much better attention to
(a). Road improvements allowing Transport to run much more freely.
(b). Pay better attention to the maintenance of our Green Spaces Trees and Native Ancient Woodland. Since 1983, Hastings has suffered a serious decline in the area of Woodland and the quality of management. The Borough Plan should be addressing this serious issue.

I am concerned that the Link Road is said to be good and it will bring regeneration to Bexhill and Hastings area. Building market housing creates debt and despair.

It is true to say if one bought a house in the 70s you could sell it at whatever price you can imagine, but why should young people have to compete with that?

You will find the enclosed paper, housing affordable for all, I invite the Council to give this document serious consideration.

Every site that is mentioned as possible housing sites should come under the plan I present to you.
