The policy refers to a maximum non-A1 content calculated by reference to "total floorspace". This is unsound because:
1) It is inconsistent with paragraph 5.11 which refers to "ground level floorspace".
2) Without knowing the floorspace of every premises (or ground floor space) neither an applicant nor the LPA can make a judgement on an application's likelihood of being compliant with policy.
3) The Local Plan - Retail Area Study purports to support the approach but it is based on numbers of units not floorspace and is therefore a different calculation.
