HBC Ecologist refused to intervene to stop offences despite safeguards written into planning permissions, he deemed outside HBC remit.

"if offences committed complain to Police WLO"...
Police WLO ignored evidence of videos and stills; ignored witnesses; sought HBC Ecologist guidance; ergo "no offences committed".
Deferring abused controls as outside HBC purview is toothless complicity in offences committed.
