Development Management Plan Focused Consultation 6th July - 17th Aug 2012

Representation ID: 3869

Received: 17/08/2012

Representation Summary:

It is believed that similar considerations apply to this site, as already made to Site B16, particularly given that the site is remote from local services and therefore any potential development here should be considered as part of a comprehensive scheme for this area.

The site itself contributes to the rural/semi-rural fringe character of the gap between St Leonards and Battle. It is asked that consideration is made to the provision of a Tree Preservation Order (TPO) on those trees within the site which contribute to the rural/semi-rural character of this area.

There may be possible hydrological links to the catchment discussed above in relation to Breadsell Lane. This would need to be investigated as part of a flood risk assessment which would need to be submitted as part of any planning application.

Transport comments - Site not very well located to encourage walking/cycling, but possible that could be served by buses in Battle Road. Funding to support local bus service, shelters, crossing points would need to be secured.

Access to site could be formed from Battle Road - would require turn right lane and footway to be provided.

Representation Summary:

Historic Environment - This is an area where at present there are no recorded heritage assets on the Historic Environment Record (HER). However, this is likely to be due to a lack of recent survey and there is potential here given its ridge location, for buried archaeological remains of pre-historic to present day activity. Appropriate assessment and evaluation survey would be required to understand the potential archaeological interest in advance of decision making on any proposed development.

Representation Summary:

Landscape comments - The retention of mature boundary trees and tree within the site would contribute to mitigating potential development. The retention and positive management of the tree belts would ensure that a buffer to the AONB is maintained and the integrity of the gap between St Leonards and Battle is protected. Retained green space and GI within the site would be contiguous with Beauport Park and Coneyburrow Wood.

Representation Summary:

Ecology - The site lies within 100m of Marline Valley Woods SSSI, SNCI, RIGGS and LNR and ancient woodland, and there are extensive areas of trees and hedgerows within the site which have GI potential. Beauport Park SNCI lies to the north of the adjoining road. Beauport Park is designated for its old historic parkland and a mosaic of habitats including woodland, woodland coppice, ancient woodland remnants, old fields and an arboretum. Ecological surveys will be required and the nearby sites would need to be protected.

There is insufficient underground sewerage capacity to serve this development. This is not a constraint to development provided the connection is made to the nearest point with adequate capacity. This must be mentioned in site specific policy - suggested text provided.

Received: 06/09/2012

Representation Summary:

This potential site benefits from a degree of separation from Marline Valley Woods SSSI and the risk of harm to it is likely to be less than in the case of the Breadsell Lane. None the less, we recommend any allocation at this site should only be confirmed in light of further studies that rule out hydrological or other impacts upon the nearby SSSI.
