Support the inclusion of NO7 as a housing allocation. Site has been subject to numerous planning permissions for residential development and there is nothing to prevent the site coming forward following full planning permission. Would consider designation as SNCI not to have any evidence in justification, other surrounding sites in similar condition dont have same protection. In addition there is no factual evidence of land instability. This issue could be addressed by way of condition to planning permission.

Transport comments - Barley Lane is a fairly narrow road with a footway on the south side. Along the site frontage, there is a bank with trees on it. The provision of a new access would require the removal of part of the bank and some trees in order to achieve adequate visibility of 2.4m x 45m in each direction.
At the junction with Harold Road, Barley Lane is wider allowing two- way traffic. Whilst the junction joins at a sharp angle, it is adequate to accommodate the aditional traffic. Bus services and stops are provided on Harold Road.

Historic Environment - This site lies just outside the ANA boundary for East Cliff, which includes the Scheduled Monument of Iron Age promontory site. Development of the site would be likely to require archaeological assessment and evaluation but this could be secured by an appropriate planning condition.

Landscape - This site is not particularly sensitive as it is within the built up area. The topograohy of the site may be a constraint which would need to be mitigated thorugh sensitive design to make best use of the natural landform.
As noted in the ecology comments, the site is senistive for wildlife as an SSSI. This combined with the topograohy and proximity to the Country Park would make it an ideal site to be developed as a Local Open Space and part of a GI network.

Ecology - The site is within Clive Vale SNCI, within 50m of the Country Park and within 200m of Hastings Cliffs to Pett Beach SSSI and Hastings Cliffs SAC. Clive Vale SNCI is designated for its semi natural wooded stream habitata surrounding 2 reservoirs and is important as a wildlife corridor and for passive recreation. It therefore has significant GI potential. There are local records of common toad within the SNCI which is a priority Biodiversity Actuion Plan (UK BAP) species and a Species of Principle Importance under the NERC Act.
Ecological surveys would be required.
