Furthermore, there is already a growing strain on the utilities, schools and supporting amenities, which need to be carefully considered. Additionally, the current road network is not sufficient for the potential additional traffic as many homes have more than one vehicle per household. Suggested development within the
High Weald Area of Outstanding Natural Beauty (AONB)
NO5 - Land to the North West of Winchelsea Lane, Hastings, East Sussex

I am writing to urge the Hastings Borough Council and its councillors to reject the proposal that the above plot of land be added to the Borough's housing stock.

It is within the High Weald AONB and one of the top five issues for settlement in this area is the erosion of the AONB by extension of boundaries (High Weald development plan 2004 (updated 2008). With 15 councils within and surrounding the AONB, especial care must be taken to not encroach into this area unnecessarily.

There are several concerns about this proposal and the practicalities of building on this site.

1. The site itself is higher in the north and east and there would be a significant visual impact into and across the AONB for some distance in all directions.

2. The proposal means a change of use for the land from agricultural land to a housing estate and very careful thought must be given as to whether this change of use is in line with current guidance and is in fact sustainable use for the land.

3. Building on this site would definitely have a negative impact on the wildlife in the area, as well as the humans. The land is regularly ploughed and maintained but it is still full of wildlife. We do have bats in the area, foxes, badgers, a large magpie population as well as amphibians, and smaller mammals.

4. There are concerns that the already low water pressure in Winchelsea Lane would be further eroded by development on the said site.

5. Winchelsea Lane is proposed as the ingress and egress to and from the site. This narrow lane is constantly under pressure with traffic (including through traffic) and parking. Three new houses in the Lane - close to the proposed site entrance - have already added to the problem, with narrow frontages and more than three vehicles for the three houses.

If you look at the site as holding 36 homes, each of those homes (given the type of property likely to be built and the fact that it is on the edge of town) it doesn't stretch the imagination to propose that each home is likely to own 2 cars. At just 6 journeys per household each day (school run twice a day and to and from work) the number of journeys along Winchelsea Lane increases by around 15,500 per year or around 400 journeys per day. This is a very conservative estimate of the increased traffic involved as it doesn't take into account shopping trips or leisure activities.


In conclusion, there is little to be gained in increasing the housing stock using this area and a lot to be lost in terms of the nature of the area and erosion of the AONB. My fear is also that this would encourage more speculation on similar sites even throughout this beautiful valley. Please reject this proposal without a moments hesitation.

I have been a resident in Winchelsea Lane for 21 years, although I am currently renting my house out on a short term let.
I object strongly to the consideration of the land 'Site N05' Land to the north west of Winchelsea Lane being developed.

I would like to object to the proposal to add land to the north west of Winchelsea Lane to the Development Management Plan area.

My objections are based on the fact that any development on this land would be unacceptable in terms of the visual impact, the effect on the character of the High Weald Area of Outstanding Natural Beauty (AONB); and the increased noise, disturbance, overlooking and loss of privacy that would inevitably occur as a result if any development of the site.
Currently the site lies outside the boundary of the Development Plan area, and any future development of the site would therefore constitute suburban encroachment onto the countryside. This will have associated adverse effects on the rural character of the site, on the open aspect of the neighbourhood through the visual impact of any development, and local amenity.
In addition, the site falls within the High Weald AONB which is a protected landscape. AONBs are designated by Government under the National Parks and Access to the Countryside Act 1949, solely on account of their natural beauty and with the aim of conserving and enhancing it. Designation demands that planning policies and decisions should focus on the conservation and enhancement of the landscape; and development in No.5 Winchelsea Lane will neither conserve nor enhance the landscape. Among the designated elements of the High Weald AONB are "rolling hills" and "small irregular-shaped fields" (http://www.highweald.org/home/about-aonbs.html; 2012), both of which would be affected by development at this site. Any development would therefore impact the landscape, character, and appearance of the AONB.
There are currently uninterrupted views from our property into the AONB which would be blocked by any development within the site. Whilst that is correct in strictly legal terms that "there is no right to a view" it does not mean that the loss of a view is necessarily irrelevant to planning. The enjoyment of a view is an important part of the residential amenity of our neighbouring property, and its loss will have an adverse impact on the residential amenity of our property.
Any development on the site will, inevitably, increase noise and disturbance in the area due to an increased density of population of the area; as well as cause overlooking and loss of privacy to our property. These issues will also adversely affect the residential amenity of our property, and we would also object on these grounds.

This is a piece of land which affords a beautiful view over the countryside which makes this area so lovely. The AONB should be preserved, and not used for housing while there are still brownfield sites available.

I also object on the grounds that it sets a precedent for future development in the land behind Winchelsea Lane. 6 months ago I purchased 17 Winchelsea Lane largely because there was a lot of open space around it. I checked that it was outside the Development Area and in an AONB, so I was confident that it's location would not significantly change. I therefore object to this proposal because it is outside the development area and in an AONB. In order to have trust in the planning process a development boundary should mean exactly that and therefore to build outside it and in an AONB should require strong positive reasons over and above the pressure to release more building land. I suggest there are no such srong positive reasons particularly as 36 houses is not a small development and given the area of land will be high density.
I also object because it will be the thin end of the wedge. Any reasons for approving this development would apply equally well to the many other pockets of land behind Winchelsea Lane right down to the Guestling boundary. If the Development Boundary and AONB status can be over-ridden once it can be over-ridden again.
For example the plot behind No 13 Wichelsea Lane has been the subject of an unsuccessful planning application. It is difficult to imagine that a new application would not be made if this proposal is approved, and with every chance of success.
The proposal also gives no details on the nature and location of the proposed access from Winchelsea Lane.

The access to this site would also be extremely detrimental to our local surroundings as it is very narrow and Winchelsea Lane is already over congested as many properties have no garages or parking spaces available. The extra traffic created by a further 36 houses would also cause additional problems from the junction onto the main A259. As this is directly opposite Hastings Accademy congestion and safety are already major problems particularly at school times.

We do trust this proposal will be REFUSED.

Concern area 5 is an area of outstanding natural beauty and has extensive far reaching views not only for the immediate residents but to visitors/walkers. It is surrounded by hedgerows that are essential to wildlife. If permission to include this land was given, concern more development would follow. Recent cattery application turned down, due to increased traffic. The owner has requested inlusion of this site before, there is no change in circumstance to justify inclusion now.

Transport comments - The proposed development is quite small at 36 units. In principle a development of this scale can be accommodated on the local highway network. There is a fairly regular bus service on the A259 with bus stops and shelters within a short walk. Hastings Acadeny and other local facilities are within walking distance of this site.

The access to the site would need to be widened to allow 2 vehicles to pass and the road laid out to Manual for Streets.adoptable standards.

The junction of Winchelsea Lane with Churchill Avenue is adequate to accommodate the additional traffic.

Historic Environment - This is an area where at present there are no recorded heritage assets on the Historic Environment Record (HER). However, this is likely to be due to a lack of recent survey and there is potential here for earthworks and buried archaeological remains of pre-historic to present day activity. Appropriate assessment and evaluation survey would be required to understand the potential archaeological interest in advance of decision making on any proposed development.

This should include consideration of Green Infrastructure opportunities in the accessible urban fringe in the vicinity of this site where positive land use and management is not apparent.
