No explanation or evidence has been put forward by the Council to explain why a two tier affordable housing threshold has been applied with respect to greenfield and previously developed land. Furthermore, there is no explanation why the Council considers a significantly higher affordable housing threshold should apply for major greenfield sites rather than previously developed sites. A punitive affordable housing threshold for greenfield sites risks development not coming forward in the plan period to meet housing needs.

We do not need social housing or open market housing, we need housing?. 8.11 with the need for 596 affordable homes per annum, one can't have open market for the world to move into.
