This is not justified in removing, without consultation, the requirement for major proposals to address Building for Life, as proposed in 2011 Policy H, developed from Preferred Approach 48, itself the result of public support. A generalised requirement has been made in the DMP, but 'good performance' is too vague, while the clauses of Policy SC1 will always be subjective as far as design is concerned.
The Borough has so many substandard dwellings that it behoves it to be prescriptive and demand the best of any new housing; Building for Life, or its successor, will deliver a quantifiable standard.
