Council's go to central government to get funds to build big infrastructure. There are substantial risks. The whole premise rests on assumption that investment undertaken by the public sector will attract businesses. If the businesses don't come there's big debt and no means to pay it. That means higher local tax and business rates. Similarly, what if the new infrastructure simply encourages existing businesses in the area to move, rather than create new companies? It's speculating, not regenerating.
