Representation Summary:

Sites B25 and B26 - Land behind Beaufort Rd and adjacent to Shordene House

All should be protected and not used for housing at any time.

All woodland full of wildlife and park is narrow as it is, and subjected to traffic noise. Also Chatham road, York road and Beaufort road are over used by traffic as things are now.

Sites B25 and B26 - Land behind Beaufort road, adjoining Alexandra Park

It would be, in my opinion, sheer lunacy to allow the building of residential homes on the land between Beaufort road and Alexandra Park in what is already an over concentrated area of populous. There is already a major problem in this road with parking, traffic flow and access for emergency services.

The owner of the land in question has demolished a property. This site is an eye sore and an extreme health hazard. Being both rat infested and asbestos, I am informed, present within the rubble.

As a resident of Beaufort Road I am grateful that the precedent set in 2003 inquiry has been maintained with the Beaufort Road site being designated as protected from development in the current "Shaping Hastings," Hastings Local Plan, consultation document. Therefore it has correctly not been included in the plan.

It is our expectation that this will be the status accorded the site throughout the consultation process; with the Beaufort Road green space bordering o Alexandra Park being correctly protected from development when the plan is finally adopted in December 2013

Ref. C19

We, the under signed, welcome the HBC's designation of C19 as 'green space' in their LDP.

We would also like to bring to your attention that C19 is mentioned in many of our deeds and we quote:

"that such land shall henceforth be preserved as an open space and to be used for the recreational purposes by the owners and the occupiers of the houses and bundalows erected or to be erected on the said Wishing Tree Fields Estate."

We the undersigned hope that C19 will always remain so.

The Malvern Pub and neighbouring buildings

I support the policy for the pub and surrounding shops to be cleared and properly developed for the 21st century (i.e. modern shops such as Tesco express, Sainsbury or Morrison etc. People around here need some decent shopping stores).

I support Mike Turners campaign to compulsory purchase the site and to be properly developed.

NB. The nearest decent shopping store would be a good 20 min walk to the Co-op in Ore.

At present this area is very dirty/grubby looking.

We see from the maps showing the areas of Hastings and St Leonards considered suitable development, that the green space running behind 6-22 Beaufort Road is not included.

We are confident this means the precedent established in the 2003 enquiry has been maintained, and the Beaufort Road site continues to be protected from development, designated as being so in the current Shaping Hastings local development plan.

It is our expectation that this will continue to be the status throughout the consultation, with the Beaufort Road green space bordering on Alexandra Park remaining protected from development in the adopted plan.

Re-designate the recreation land adjacent to Harley Shute Road and Edinburgh Road,to Green space status, This area is currently the only local open play park facility serving a large catchment area of residents and students from four close proximity schools. The land has been used by the community for leisure purposes since 1950 and measures should be put in place to ensure its benefit continues for future generations.

Redesignate the recreation/playground area at the corner of Harley Shute Road and Edinburgh Road to Green space status.
This land is the only public recreational space in this area of West St Leonards Ward within close proximity of 3 schools and the recreational/playground area is a busy meeting place for children and their parents.
The land has been used by the community for leisure purposes since 1950 and measures should be put in place to protect this use for the future.

As stated within the Hastings Local Development Framework - Core Strategy Informal Consultation (June 2011), the Site Allocations and Development Management Plan would include details of the required targets for pitch and plot numbers for gypsies, travellers and travelling showpeople based on need. As far as can be ascertained, an assessment of need has not been carried out and no policy is included within the document which details these targets, and as such no sites have been identified. Therefore Rother District Council objects to the omission of such a policy within the plan.

The route from Frederick Road to Victoria Avenue and Ore Village runs through the Upper Ore Valley and is strongly supported by Ore Community Land Trust and included in the Ore CLT draft Community Plan for Speckled Wood.

The routes through Alexandra Park and across the Countw Park are very important to improve the National Cycle Route from the Old Town to Fairlight, to provide wider community access to the two Parks and to complete the local core network of cycle ways.

The Hastings Cliff SAC and the Hastings Cliff & Pett Beach SSSI (at the last review, the SSSI was generally in a favourable condition)

There appear to be no allocations in Planning Focus Areas (PFAs) 9, 10 and 13, and limited allocations in the northern part of PFA 12 and in PFA 11. The nearest allocation is some 950m from the SAC.

In view of the status of the SAC, an assessment of the likelihood of development having a significant effect on the designated site should be undertaken.

Similar consideration may be appropriate in respect of the SSSI.

Hastings Garden Centre lies within the Filsham and Bulverhythe Planning Focus Area 3. Within this area a total of 11 potential housing sites are identified, 5 of which do not cul-sently benefit from planning permission and have not been previously allocated for housing purposes within the Borough's Local Plan.

The site extends 0.9ha and comprises previously developed land surrounded by residential development and located within the designated settlement area. As such it is eminently suitable for allocation as past of the Council's future housing land supply.

Land at Breadsell Lane should be included as a proposed housing allocation for in the order of 450 new homes. The area is shown on the submitted (revised] Masterplan, which will be familiar to officers, and is accompanied by surface water and wastewater drainage strategies. These reports have been produced in response to the objections raised by Natural England.
