Development Management Plan Consultation Document 3rd February - 27th April 2012

Representation ID: 2253

Received: 13/02/2012

Representation Summary:

The current plans represent an over development of an important site in this unique conservation area. The buildings have been left vacant for many months and have suffered water ingress and vandalism. They remain vulnerable to arson and further damage.

Policy DG1 has been ignored by the planners and the proposals do not reflect the historic environment of this special area in St. Leonards.

Representation Summary:

The current proposals for the site are wholly unsuitable and a gross overdevelopment. There are an oversupply of small flats, the building heights are not acceprtable. The cramped apartments do not comply with latest policies encouraging Lifetime Homes, whether for growing young families, old age or illness; or provide space for home offices or general work space. Suggest this area is suitable for low density housing or mixed use housing and commercial with no felling of trees and building heights sensitive to a conservation area.

155 units would constitute a gross over-development. Low-density development, with gardens, would be more appropriate here. No flats wanted. Some sort of community open space within the development should be incorporated.

Representation Summary:

155 units is far too many in an area already densely populated and would result in more traffic, parking problems and strain on existing infrastructure. More small flats in this area are not suitable or required - family housing is needed, with open space and trees. This application appears to be in contravention of article 5.9 in your policy on development in conservation areas, which calls for "a high standard of design and use of sensitively chosen material."

The volume of objection letters alone should indicate how totally incorrect this proposed development is for the site.
The orginal plan of 2006 was far more acceptable than what is now plannned.
What was promised by Tim Cookson in his letter to then MP Michael Foster in 2007 is the total opposite.
A gross over development in a conservation area. Another example of the planning department having no concern for either for a significant area of the borough. More happy to oblige the developer with what they want to build.

Once again HBC are being asked/demanded to approve this massive overdevelopment of dwellings
totalling 155 with a completely inappropriate design for a jewel in the Crown of St. Leonards.
Not only have the transport problems not been addressed but by building huge blocks they will turn this regeneration opportunity into a ghetto which no-one will want to live or visit. James Burton's legacy will then be lost forever.

Representation Summary:

The inclusion of the figure 155 as possible net capacity is misleading and should be removed. This site was not in the Local Plan, and the only figure previously published was for 100+, in the first part of the Shaping Hastings consultation. You quote this number correctly in your table on page 112 of this document so it is a mystery as to why you feel it necessary to use the higher figure in the text

Object on following grounds:
1) Layout
2) Unacceptable mass, density and overbearing aspect of individual blocks
3) No acknowledgement of Conservation Areas as heritage assets
4) Unacceptable level of architectural detail
5) Responsibility for landscaping and maintaining public open spaces is ignored.
6) Housing mix
7) Loss of aestablished trees
8) replacement trees are inadequate for setting.
9) reduced area of public open space
10) Reduced car parking
11) 'travel plan' to is not acceptable solution to traffic problems

This is an architecturally sensitive site and should be treated as such. 155 units is probably an overdevelopment.

Representation ID: 3222

Received: 27/04/2012

Representation Summary:

The "Possible net capacity" figure quoted of 155 is misleading. It is based on a
current, undecided, highly contentious planning application by a developer and
does not relate to previous estimates for housing on this site nor current policy
for developments in the sensitive, historic and architecturally important area of
Burtons' St Leonards, of which the Archery Ground site is an integral part

Representation Summary:

The description of the Archery Road site as forming part of the West St
Leonards Conservation Area, while accurate in fact, is misleading in context. It
should be included in the conservation area for Burtons' St Leonards, to which it
is linked historically and architecturally.
