Another example of important sites being razed to the ground in the hope that someone will take them on board - surely the example of the under unoccupied sites along Queensway will be ringing alarm bells by now? Are we going to see a maze of empty commercial premises along this area?

Support the extension of the Queensway development. This has the potential to be a high quality business park for Hastings.

IF ESCC's plans come to nought, not sure that this is a good idea, as EO1, because of ecological/traffic considerations.

Rother District Council wishes to seek clarification with regards to whether HBC have received an express view from East Sussex County Council and/or the Highways Agency that an offline improvement at Baldslow need not be safeguarded pending the further examination of the options. Rother District Council wishes to make a firm objection to the inclusion of this site at this stage for employment purposes. It is important that any discussion about this site be carried out in liaison with East Sussex County Council, and due consideration is made to any future highway junction improvements in this area.

We see two principal opportunities to generate economic growth through the provision of new business space. These are:
- Hastings town centre, Priory Quarter - for new office employment
- The Enviro21 economic corridor

Within the Enviro21 development corridor, site NEOI offers an important employment development opportunity both because of its location and the ability to combine it with the adjoining site EOI

The location of site NEOI is particularly valuable because of its prominent frontage onto The Ridge. It is a gateway position which would be suitable for an occupier requiring a high visibility location with a prestige setting.

Area 1. Sites: E02 E03 and NE01 (object)

To have these as business sites with extra vehicle activities, workers and deliveries with the anticipated link road, these will make this area of Queensway far more congested than the A259 Bexhill Road.

The development will add to the volume of traffic along the Ridge. As congestion increases we are concerned that traffic on the Ridge heading to the A259 or in the opposite direction will cease to use the B&Q junction and use the lanes to join/leave the A259 at the Butchers Lane junction

If development on this parcel of land becomes inevitable, I should like to see it done in such a way as to preserve the vista across St Leonards. As I have said earlier, this is an important introduction to the town and plays a part in place making, showing the relationship of the town to the countryside and coastline.

Little Ridge-&-Ashdown and Filsham-&-Bulverhythe are closely located to the A21 and A259 respectively and have been targeted for significant amounts of residential and employment development. It is important therefore, that development within these areas come forward with associated sustainable transport infrastructure to reduce the need to travel by car and the impact on the SRN.

Should these sites be carried forward to the next consultation stage it will be necessary to show how their impact will be mitigated. This is also true with large development sites in Filsham-&-Bulverhythe which are likely to generate traffic on the A259 west of Bexhill.

The County Council is the landowner of this site. Our Estates Department have advised that there is currently an offer on the Ridge site from a care provider; 'Age Well. Our Adult Social Care Department have stated that the use of "close care" as a term is not one they would use and they're not sure what it really means. It is suggested that close care is replaced with care home. The intention is to pursue development of this site for Care purposes. The land below the Age Well site is surplus and will be disposed of after Age Well is developed.

From a transport perspective, access to the site should preferably be via Whitworth Road. Although access may be possible from Queensway at the southern end of the site there would be gradient & visibility issues to overcome. Access from Whitworth Road would also potentially allow a footway to be provided to the site from it current finishing point approximately half way along Whitworth Road. The area is served by a bus service with an hourly frequency which links to the town centre. Being in a Zone 4 area within the ESCC parking standards, adequate provision must be made on site for vehicle as well as cycle parking.

The main issue with this development is capacity on The Ridge. The road is approaching capacity at times. Any application would need to produce robust evidence that any additional traffic impact can be accommodated or effectively mitigated.

Any application if acceptable would be required to contribute towards improvements to the capacity on The Ridge including the complementary measures associated with the construction of the Bexhill Hastings Link Road.

Representation Summary:

Focus areas 1 and 4 propose a total of 520 residences all requiring direct access onto the already heavily congested Ridge Road. This is ludicrous. With the projected increase arising from traffic using the new link road, there will be traffic congestion on a similar scale to that existing on the present A259 route from the western entrance to Hastings.
No further building of residential property should be permitted until a satisfactory solution has been made to the A21 problem.
