Support Option 2 -to make it more stringent. Option 1 could quite likely see a retail offer reduced to 50% of the available premises because the policy had no teeth to prevent more and more conversions from shops to dwellings.
Policies on the proportion of fast food restaurants and takeaways should be promoted to make life nicer for residents who have to put up with transient customers, traffic-jam making delivery vehicles, and constant littering.
