It is diffficult to comprehend any additional "EVENING cultural activities" that could be installed.There is a plethora of pubs, clubs, a cinema and a theatre and an over supply of coffee shops - precisely which extra additional activities would be suitable for EVENING entertainment? And until such time that rents and rates are reduced on commercial premises, the continued loss of businessess will only increase.There is no incentive for new businesses to open up here.

lssue 2: I do not support the concept of 'cultural quarters' if it is based on the rather outdated idea that a 'cafe culture' can be manufactured or is the requisite catalyst to encourage artistic and cultural activity. St Leonards has as much right to benefit from cultural strategy as the town centre or Old
Town.

We agree with paragraph 6.4 that acknowledges the benefits of support for cultural facilities by encouraging new restaurants and cafes in their vicinity. However Hastings has three good theatres which provide your cultural 'anchors' and only one (the council owned White Rock Theatre) is within one of the potential cultural quarters shown in Figure CQ1.

We do not support the creation of any quarters, cultural or otherwise. We suggest that any support for existing cultural facilities by improvements to the public realm or the introduction of a local 'café culture' would be beneficial to the town as whole.

One of the 12 Principles at item 17 of the NPPF is to take account of and support local strategies to improve health, social and cultural wellbeing for all. This principle would not be discharged if two of your three theatres are isolated by being excluded from a proposed cultural quarter.
