The wording of the policy is consistent with national policy and does not add anything further. Therefore, in this case it would be sufficient to rely on national policy to provide guidance on non-designated assets. Alternatively the guidance on non-designated heritage assets could be linked in with the designated heritage assets policy, so as to prevent repetition.

Representation Summary:

Before a more defined Local List of heritage assets within the borough has been created, Option 4 (presently for designated) and Option 3 (presently for non-designated - combined) would be favoured. The NPPF provides flexibility for decision-making but is clear in setting out the need for applicants to provide heritage statements where heritage assets will be affected by proposals and to allow consideration of applications on a site by site basis.
