More stringent minimum standards needed. Historical context of Hastings is relevant.

We would be interested to see what option 2 some more stringent guidance might say and wonder if option 1 could be beefed up after the style of current policies dealing with conservation areas; i.e. expecting applicants to be aware of the listing and the responsibilities that might bring in terms of heritage protection. We do not think relying on national guidance is adequate

Support Option 2 - more stringent guidance. The suggested policy wording is nebulous and fails to set any quantifiable standards. Reference should be made to English Heritage's methodology for assessing significance of both areas and individual heritage assets.
