Residential institutions - The issue

Reading on page 29 Residential Issues, 4.15-4.17, I feel that these, are not currently taken into account and is evidence of how tokenistic this whole process seems to be. For example, it appears that with some of the smaller developments, social housing is being considered in the middle of mainly private areas and IS out of character to the areas
