I would generally support the suggested policy 'To protect the character of established residential areas and to retain existing housing stock, converting all or part of a dwelling to flats or maisonettes will only be permitted ... (criteriapage25) '. However, particularly with some of our larger, usually Victorian dwellings, this could lead to demolition and new build - invariably flats, often of poor architectural quality. The individual merits of each case need to be fully considered.
