(3.44) It is not sufficient to exclude building over ground water resources, with the present water restrictions and an already very low average annual rainfall in the Hastings area of less than thirty inches, where will all the water needs of the envisaged residential expansion come from? Much more consideration is required on this matter before endorsing the planned expansion.
