Option 1 is too open to subjective interpretation - it runs the risk of allowing polluting development in the face of environmental and community concerns.

We support the inclusion of a policy to address this issue.

The policy as currently worded in Option 1 addresses light, air and noise pollution aspects of development. We would strongly recommend that protection of the water environment is also considered. There is a requirement under the Water Framework Directive to prevent and limit the inputs of hazardous substances or pollution by non-hazardous pollutants to the water environment.

All new development (in particular employment / commercial) should incorporate appropriate pollution control measures where necessary to protect both ground and surface waters. NPPF paragraph 109 refers to development and water pollution.
