Option 2: Split the guidance into separate policies

I think that the guidance should be split into separate policies that cover all aspects of access. You are not only talking about access for vehicle use but access to developments or properties for people with disabilities, therefore the design of the propeties should be suitable for all needs. The sections within this category contradict each other as you are trying to discourage the use of cars, but to also provide for a disabled person's needs, which do not mix. Proposed developments rarely provide for visitors as they general stick to the bare minimum requirement.
