There is no compelling reason to adopt Scenario 3 as the preferred way forward. The argument that it will 'stimulate economic revival in the more deprived parts of the town' is unproven. What it will do is encourage the development of more unsuitable high-density, low quality, mean-sized one and two bed flats, which the borough has already in abundance (not the 'family homes' Shaping Hastings wants). Providing sufficient numbers of social and affordable homes could equally be achieved by adopting Scenario 2 (or some lower number, since the figures appear arbitrary).

Scenario 2 is therefore best option for town, alongside policy to fully utilise all existing accommodation, incl private sector.
