A future Government might very well reinstate a South East Plan or something similar. Scenario 3 seems wise, therefore. However, it is important that the modest housing targets in Scenario 3 are actually met and, in order to achieve this, the proposed plan needs to be approached flexibly.
If planners are too obstructive and inflexible all the progress that Hastings has made as a town in the last 20 years will be lost. Stagnation needs to be avoided at all costs!

Whole secton seems only to consider new homes option. Greater account should be taken of acquisition of dwellings currently not in use and conversion to rental accomm. for low income families.
