Creation of 3-5 forms of entry (p38). Extending existing schools, whether by Portacabin or permanent build, clogs up the available play and activity space, reduces the learning environment and makes school rolls too large. If the County cannot or will not provide new schools, and the developers' contributions are not enough to fund them, then DON'T BUILD THE HOUSES.
