The Infrastructure Delivery Schedule draws up a wish list, which depends largely on unknwon factors. As i have said before - if you haven't got the facilities, DON'T BUILD THE HOUSES. Regeneration will not magically follow building four-bedroomed houses if the town has poorer and poorer facilities owing to sheer excess numbers.
