I think this is weak and should say something to the effect 'providing accessible forms of development that reduce the need to travel, promote more sustainable forms of travel and encourages modal shift from private car use to other forms of travel'.

We are pleased to see that your council is seeking to integrate planning and transport in order to promote more sustainable transport choices, to promote accessibility by public transport, walking and cycling, and to reduce the need to travel, especially by car. This will be an important consideration when deciding upon the quantity and location of new housing.
