This seems to accept the possibility of building on Greenfield sites. However, I thought part of the argument presented in favour of the middle growth option was that there would not be this pressure as compared with the higher growth scenario. (3.8)

The provisions on page 9 are unacceptable and unworkable - Greenfield Land. That 40% of development should be affordable housing is too high to make the development work out is unsustainable. The percentage should be say 25% and the method of calculation should be clear.
