Representation Summary:

A specific positive policy should be included to respond to the need for specialist accommodation for the ageing population. The over 65s will represent a far bigger proportion of the expanding population and yet are largely being ignored in terms of housing choices. This accommodation will come from a number of sources both public and private and with varying degrees of care and shelter provision enabling individuals to remain within their own "home" with independence and security. There should be a more positive policy supporting older peoples accommodation in the same way that affordable housing has a high priority.

Support in principle, although some of the provisions such as c, d, g and (probably) h, will conflict with Shaping Hastings' other commitments to housing targets that must entail high-density developments in historic/architecturally important locations, such as Burtons' St Leonards.

As long as it is recognised as relevant to south St Leonards and all themes are applied equally, and with equal commitment to the application of the policy in other parts of the Borough.

Representation Summary:

Section should reference PPS5: Planning for the historic environment and consider the historic environment for the positive contribution it makes. Should have its own policy area, although if this is not possible, be inserted into Policy E.

Policy aligns with LTP objectives and recognises the fundamental role a healthy natural environment plays in social and economic well-being.
Some wording amendments suggested.

What is growth? It is not just to build houses i hope, all you do is build more homes then when they are finished they get filled up with unemployed people so then it seems we just build some more.
