The proposed HMO policy fails to provide any resonable levels of control over the location, proliferation, management or standards of HMOs to the detriment of both the local community and the tenants.

The exclusions from the policy are unacceptable. These are the very types of multiple occupation dwellings that cause neighbours the most concern. All types should be included.

Too many homes concentrated in a small area amounts to vast amounts of concerns and problems. St Andrews has many badly managed homes with tennants who do not care.

4.11 Concentration of HMO's in small areas appears to lead to anti-social problems and concerns.
4.14 St Andrews is a high HMO area, leading to badly managed tenants and anti-social problems.

I object to Section D, HMO's para 4.14. There it is suggested that HMOs are integrated in all areas of the community. This is grossly unfair to residents who have bought properties in quiet and more exclusive areas at heightened values, who would see much of that benefit negated and property values lowered.
