This is not a correct statement. One of the key sustainability issues (see 4.6, page 18) requires Local Authorities ...... to create opportunities for inward investment and new uses.
The SPD has a negative impact on both of these sustainability objectives by (a)discouraging investors risking capital on ventures which may be difficult to reverse out of or (b)new uses for existing housing stock by dicouraging hoemowners venturing into tourism provision when their exit from it is blocked.
